SOUTH AFRICA: DPLG strategic framework to improve service delivery

Pretoria – The new Human Resource Strategic Framework Vision 2015, launched this week by the Department of Public Service and Administration, will help government departments from all spheres improve their ability to deliver services.
According to Public Service and Administration Minister Geraldine Fraser-Moleketi the document will strive for growth and development while improving service delivery.

“As we launch this strategic framework, we need to ensure that we put in place those frameworks and interventions that will help reflect the work we have done in the future,” the minister said.

Speaking at the launch in Pretoria on Friday, Ms Fraser-Moleketi said as South Africa was faced with the challenge of professionals and artisans seeking employment abroad there is a need to look at attracting back those employees to the country.

“This human resource strategic framework will help to attract and retain such employees as we strive for a globally competitive working environment.

“We therefore call on all public servants to join the skills development agenda with the aim of working collectively to improve service and quality of our work.”

The minister said the strategic framework will further enhance the technical capacity of the state as noted in President Thabo Mbeki’s State-of-the-Nation Address in February.

Public Service and Administration Director-General Professor Richard Levin said the launch of the Human Resource Strategic Framework 2015 marked an important milestone in the development of skills in the public sector.

“This will make senior managers aware of the ongoing changes within the human resource field while developing a competitive framework of human resource in the department’s structure,” he said.

In April, Minister Fraser-Moleketi announced that government was moving at a pace that "we probably have not seen before" in achieving its priorities and implementing its Programme of Action.

Briefing the media on progress made by government's Governance and Administration Cluster, Ms Fraser-Moleketi outlined a number of projects, achievements and challenges.

Referring to the Business Unusual approach being favoured by government following President Mbeki's State of the Nation Address, the minister said that "relentless driving and leadership" from government's senior managers is needed.

This applies both to government and those in the legislatures who hold the machinery of government to account, said Ms Fraser-Moleketi, adding that smoother synergies between the country's elected representatives and government officials would "take us forward in this mode". - BuaNews
