| The Veterans Bill defines a war veteran as any person who was a member of the liberation forces or who consistently participated in any political, diplomatic and underground activity in the furtherance of the liberation struggle.
That definition also accommodates those who because of their role in the struggle were convicted in the country or elsewhere and jailed. This came to light when Veterans Affairs Minister Dr Ngarikutuke Tjiriange introduced the bill in the National Assembly yesterday.
The new piece of legislation excludes persons who deserted the struggle, unless they rejoined the war. Dr Tjiriange said the fact that some people who directly or indirectly contributed to the struggle that brought about independence may not be included in the definition of a veteran did not mean that their roles were not recognized.
He believes the bill affirms the State's recognition of the important role played by the veterans in the attainment of independence. The bill further provides for the process of integration and rehabilitation of veterans and dependants of veterans into the Namibian society through financial assistance and funding of economic projects and schemes.
The Minister indicated that for now the number of veterans and dependants of veterans was not known, but added that only those covered in the definition would receive financial assistance and funding of projects.
