If the ruling group (municipality) is seen to be a clique, defaulters should perhaps be exposed to the harsher measures in order to break up a monopoly and get some new blood into the operation.

In government, I would hesitate to apply the same ruling. Throw out an able Hage Geingob? That might bring more of the empty drums with the most noise to the fore......

I think the public exposure did enough to shame them.

PS. I just wonder how many of the other parties were behind in their payments before the paw-paw struck the fan..... Should not be difficult to prove IF the publication concerned did not have a particular political axe to grind.

BUT - Corruption is corruption. We need to eliminate it irrespective of the person or persons concerned. A little anthill of corruption can quickly grow into an Everest of corruption
